1. General information
The main goal of this subject is to offer a more specific training on the institutions of the Autonomous Community of Aragon, its public administrations and the most relevant sectorial policies. The knowledge of this subject reaches not only the legal field itself, fundamental for the understanding of the subject, but also to concepts more typical of History, Political Science or Economics. This training is especially useful for those people who are preparing or intend to prepare entrance exams to the institutions and regional and local public administrations and, in particular, to the Aragonese ones. The basic knowledge of Public Law acquired in other subjects, particularly General Administrative Law and local, urban and environmental law, should be applied to. The approaches of this subject are oriented towards the achievement of SDG 4.7 and 8.3.
2. Learning results
1. Identifies the features of the State within the framework of the autonomous process.
2. Knows the main rules of self-government of the Autonomous Community, especially the Statute of Autonomy of Aragon.
3. Knows and understands the territorial distribution of political power in the Autonomous Communities and their competences.
4. Knows and understands the legal-constitutional and statutory status and the functioning of the main institutions of the Autonomous Community of Aragon.
5. Knows the functioning, organization and legal regime of the institutions and public administrations of Aragon and, in general, of the autonomous and local public administrations in.
6. Knows and understands the civil service, finance and patrimony regime of the Aragonese public institutions and administrations.
3. Syllabus
Unit 1. The Constitution of the State as a framework for the Aragonese autonomous process.
Unit 2. The Aragonese autonomous process and the elaboration of the Statute of Autonomy.
Unit 3. The Statute of Autonomy as a basic institutional norm. Reform procedure.
Unit 4. The general principles of the Statute of Autonomy of Aragon.
Unit 5. Statutory rights and freedoms of the Aragonese people. Warranties. Equality policies.
Unit 6. The powers of the Autonomous Community of Aragon.
Unit 7. The electoral system of Aragon and the forms of direct participation.
Unit 8. The Cortes de Aragón: organization and operation.
Unit 9. The Justice of Aragon. Other statutory institutions.
Unit 10. The President and the Government of Aragon.
Unit 11. The Administration of the Autonomous Community of Aragon. Transparency and good governance.
Unit 12. Territorial organization of the Autonomous Community. Local Administration.
Unit 13. Civil service and personnel: regional regulation of public employment. Patrimony and Treasury of the Autonomous Community of Aragon.
Unit 14. Sectoral policies: Economic activities. Land management, environment, urban planning and housing. Health, social action, culture and sports.
4. Academic activities
4.1. FACE-TO-FACE ACADEMIC ACTIVITIES
Master class: 30 hours (theoretical-practical sessions in which the contents of the subject will be explained).
Practical exercises: 30 hours (problem solving and case studies, assignments, face-to-face tutorials and field visits to).
Personal study and preparation of practical assignments: 85 hours.
Assessment tests. 5 hours.
4.2. VIRTUAL ACADEMIC ACTIVITIES
Synchronous and asynchronous activities: 15 hours (theoretical-practical sessions [videoconferences and/or learning pills] at where the contents of the course will be explained).
Distance learning activities: 15 hours (virtual network work or activities on the Moodle platform or online tutorials).
Personal study and preparation of practical assignments: 115 hours.
Assessment tests. 5 hours.
5. Assessment system
The course offers the possibility of continuous evaluation. Therefore, in the first call, the student can choose to take it or opt for the global test.
Assessment criteria: The knowledge acquired, the adequacy of the question-answer, the clarity and precision of the answers, the suitability of the arguments used, the capacity for synthesis and analysis, and the quality of the writtenexpression , reasoning and application of legal principles will be evaluated.
5.1 ON-SITE MODALITY
5.1.1 Continuous face-to-face assessment, which consists of the following evaluation activities:
A. Knowledge tests: consisting of 2 individual written exams (30% of the grade, minimum 5 out of 10).
The exams will consist of multiple choice and/or short answer or open ended questions related to the syllabus.
B. Research work: 1 research work on a topic related to the program of the subject, and its presentation in class (40% grade, minimum 5 out of 10) and its presentation in class (40% of the grade, minimum 5 out of 10).
C. Periodic theoretical and practical exercises: case studies, reports and document analysis. Delivery in time and form of the exercises set by the teacher, with a minimum of 3 activities (30% of the grade, minimum 5 out of 10).
5.1.2. On-site global assessment, students who do not opt for continuous evaluation, who do not pass the subject through continuous evaluation or who wish to improve their grade, will have the right to take the global test, which has the same structure as the intermediate tests, and which consists of a global final test in the first call (100%of the grade [70% theory, 30% practical], minimum 5 out of 10, in the two sections).
5.2. VIRTUAL MODE
The evaluation system for the virtual modality is the same as for the face-to-face modality. The main difference lies in the fact that the intermediate tests of continuous evaluation will necessarily be carried out online, through ADD-Moodle, with the tools of tasks and questionnaires, as well as the presentations of the work through videoconference.
